Vietnam has recently emerged as Asia’s new economic bright spot, with a strong emphasis on developing emerging technologies, including AI. While some recent regulations sparked debate, several areas of the country’s legal framework reflect meaningful progress. Notably, the new Law on the Digital Technology Industry sets out advanced and forward-looking principles for AI. Please see below:
---
The principles for developing, providing, and using artificial intelligence are:
a) AI must serve human prosperity and well-being, be people-centered, improve productivity and work efficiency, and promote intelligent development. AI should be inclusive, flexible, fair, and non-discriminatory; respect ethical and cultural values; and protect human rights, citizens’ rights, and the lawful rights and interests of organizations and individuals.
b) AI must ensure transparency, accountability, and explainability, and must remain under human control at all times.
c) AI must ensure safety and cybersecurity.
d) AI must comply with laws on data and the protection of personal data.
đ) AI must ensure that algorithms and AI models can be controlled.
e) AI risks must be managed throughout the entire lifecycle of the AI system.
g) AI must comply with laws on consumer protection and other relevant laws.
